withdrawal of the privilege of rent
allowances from officers para promoted
under the new scheme. Rent allowance is
at present granted to an officer only after
10 years continuous service, and on the
scales set out in enclosure 5 to the
despatch;
and one of the requests contained
in the present petition (paragraphs 5 and 15)
is that rent allowance should be paid to
members as soon as they enter the Service,
and at revised rates. The Governor considers
that the system is quite artificial (paragraphs
13 and 14 of the despatch) and the present
moment appears to him to be the right one for
starting its gradual abolition as far as the
Junior Clerical Service is concerned. The
method he suggests is to absorb rent allowances
into salary as opportunity offers, i.e. the
allowances drawn by existing officers would not
be touched except on promotion, when an
would be brought on to his new
officer
scale at the incremental point immediately
above his existing salary + rent allowance.
The other points raised in the
petition are minor ones, and are touched upon
briefly in paragraph 16 of the despatch.
What
the Governor seeks is the Secretary of State's
general approval in principle for a reorganisation
of the grading of the Service on the lines
